My state return says refund issued but not able to pay at this time, has anyone else received this Michigan response?

    You might get this message if your refund is being held for a possible offset. If you owe a debt to a government agency such as past due taxes, the state treasury department is allowed by law to intercept your refund to pay the past due debt.
