Why is Turbo Tax charging a $40 refund processing fee if you e-file and have direct deposit for the refund when they never did before.

The $40 refund processing fee is nothing new.   It is a fee that you choose if you cannot afford to pay your TT fees upfront with a credit or debit card before you e-file.  The $40 refund processing fee lets you have your fees deducted from your federal refund by a third party bank.  That bank receives your refund, takes out your TT fees from it and pays TT, keeps $40 for itself, and sends you the rest.

YOU DO NOT HAVE TO USE REFUND PROCESSING!!!!!  Pay upfront using your own credit or debit card.
