If Turbo Tax has ever prompted people to pay 40$ extra for receiving Federal and State Taxes together, perhaps a large lawsuit should be brought against them, as that is not possible, nor has that happened. Federal and State come separately from eachother.

There was not a $40 fee to receive federal and state together.  You are misinterpreting something.   Did you choose to pay the $40 refund processing fee in order to pay the TT fees from your federal refund?   You can choose the $40 fee if you cannot pay your fees upfront using a credit or debit card before you e-file.   The IRS sends your refund to a third party bank.  The third party bank then takes out the amount you owe to TurboTax, keeps the $40 for itself, and sends the rest of your federal refund to you.  Your state refund is processed separately by your state and does not go to the third party bank.  It goes directly to you when the state issues it.

How can I see my TurboTax  fees?
