if property taxes are due by 12/31/24 get paid in 2/25, can they be deducted on 2024 return?

    No.    You can deduct the tax you actually paid in 2024 on your 2024 tax return.   It is not about what year the tax was "for" or when it was "due" ----it is about when you actually paid.  If you did not pay until 2025, it goes on your 2025 return next year.
