Question

What do I enter for the Payer's TIN if I don't have a 1099 for foreign dividends from the UK.

    You can enter dividend income without an EIN or other TIN.   I have attached a screenshot below of the dividend entry screen in TurboTax Online.  There is no entry box for a Tax ID #.
