Question

I don't have any "Illinois college savings programs" but it keeps making me review it and wont let me continue

Go back over your Illinois state return and on the page titled Here is the income that Illinois handles differently, select Edit next to College savings and prepaid tuition plan contributions.   Click through the questions to remove any entries that are stuck.  Also, check your entries in the other topics under Education as the review message could be referring to any of them.
