I receive a booklet "Income Tax and Benefits Guide for Non-Residents and Deemed Residents of Canada". I have not worked for any Canada-based employers in 2021 nor do I have any passive incomes within the country.

Even if you have no income during the year, you can still file the taxes if you are eligible to receive benefits or credits from the government. To file taxes or not varies from case to case, to get more information on whether you should file tax or not visit the Canada Revenue Agency(CRA) link Non-residents of Canada.
