The New York Child and Dependent Care Credit is not a $3,000 tax credit. The amount of the credit is a percentage of your child care expenses, based on up to $3,000 of expenses for one child. The percentage depends on your income.

If you claim the Child and Dependent Care Credit on your federal tax return, TurboTax will automatically include Form IT-216 in your New York tax return. I don't see any way to claim the credit on your New York tax return in TurboTax Online if you did not claim it on your federal tax return. You cannot fill out the form outside of TurboTax and upload it. In the CD/Download TurboTax software you could add Form IT-216 in forms mode, but TurboTax Online does not have forms mode.
